In 1942, the Battle of the Atlantic had clearly proved that submarines could be devastating against the merchant navy. The allies were just beginning to counter the threat of submarines by using convoys to protect themselves from the pack attacks of German submarines. In the Pacific, things are a bit different. The Japanese tended not to use convoys in the often restricted waters of the Pacific, and the United States did not use packs but sent submarines on extremely dangerous individual patrols. Throughout 1942 and 1943, however, while the submariners claimed encouraging success, they also complained that many of their torpedoes did not explode properly. The navy had already lost nineteen units: during the period, the submarines of the US Navy recorded the highest loss rate of all branches of the US Armed Forces, one ship out of five was lost and 22% submariners killed.

To support my answer, we must detail a little. Chromebooks are two things: a hardware part and a Chrome OS operating system. First at the hardware level: most Chromebooks are not powerful and cheap machines, it's the equivalent of old Netbooks. But they are not really cheaper or better than a typical Windows laptop, with the exception of some really low-end models in 11 inches of screen size. Generally, moreover, the storage and the available connection is rather weaker than that of the standard laptops. Then there is the software aspect: ChromeOS is rather limited. Most of the features and software require ongoing Internet access, since in fact they are apps for Google Chrome, like what we can have on PC with the Chrome Web Store. So apart from a typical household use of email and internet + games types tablet games, it is very quickly limited in functionality, just like tablets.
