To support my answer, we must detail a little. Chromebooks are two things: a hardware part and a Chrome OS operating system. First at the hardware level: most Chromebooks are not powerful and cheap machines, it's the equivalent of old Netbooks. But they are not really cheaper or better than a typical Windows laptop, with the exception of some really low-end models in 11 inches of screen size. Generally, moreover, the storage and the available connection is rather weaker than that of the standard laptops. Then there is the software aspect: ChromeOS is rather limited. Most of the features and software require ongoing Internet access, since in fact they are apps for Google Chrome, like what we can have on PC with the Chrome Web Store. So apart from a typical household use of email and internet + games types tablet games, it is very quickly limited in functionality, just like tablets.
